Political scientist with a focus on the EU's energy and climate policy, with specialization in regulation of the European electricity market and the relationship between Norway and the EU.
Torbjørg has been employed at CICERO since autumn 2023. She has a PhD, as well as a master's and bachelor's degree in Political Science from the University of Oslo. She speaks Norwegian, English and German.
Principal investigator of "Implementing Network Codes", a knowledge-building project for industry on the regulation of the European and Nordic electricity market. INC examines regulatory decision-making, EU implementation and the evolving role of the EU's energy agency ACER. INC is funded by the Research Council of Norway (2020-2024) in collaboration with key actors within the Norwegian electricity sector and public administration.
